Tobacco legislation gets teeth
Cape
Town - The Tobacco Products Control Amendment Bill which will be published in
the Government Gazette on Friday brings South Africa into line with new
international conventions, strengthens tobacco control and promotes health, says
the National Council Against Smoking.
The
council said the Bill contained many vital public health
provisions.
It
would help to communicate understandable information to the public with picture
health warnings on packs communicating the dangers of smoking in a realistic
way.

"Restaurants and bars may have disregarded a puny R200 fine but will have to take a R20 000 fine more seriously," the council said.
The
council's executive director Dr Yussuf Saloojee said there could be no doubt
that high penalties would be a deterrent and ensure greater levels of compliance
with the law.
"This
is necessary particularly in the hospitality and entertainment industries where
we see the lowest levels of compliance with the tobacco laws," Saloojee
said.
"This
is a business sector where clients and staff need greater
protection."
Saloojee
said the tobacco industry had bypassed the prohibition on tobacco advertising
and had continued to glamourise cigarettes by sponsoring parties and social
events for young students.
This
was a violation of the spirit and purpose of the 1999 Tobacco
Act.
Saloojee
said the Bill would make it more difficult for the industry to addict the next
generation.
A month has been set aside for public comment before the amendment is submitted to parliament for approval. - Sapa
